Deputy Zhou Kunren: The task of reforming and restructuring our military structure and systems is still formidable. Our army is to cut down its number by 200,000 by 2005, and large number of demobilized officers should be properly allocated, and in this process many unexpected problems and conflicts are likely to occur. Thus leaders at all levels should be mindful of the potential problems and must do it well out of sense of historical responsibility.
Deputy Jiao Anchang: In order to boost the innovative capability of national defense science and technology industry, we must take basic research for both military and civilian purposes as the breakthrough point to develop standardized and high-efficient high-tech. In this endeavor, we must integrate the strength of the army with that of the people, and speed up some necessary reform and readjustment.
Deputy Zhu Ruiyun: Development of military armaments must also be guided by scientific concept of development. Only by sticking to the principle of trying to do certain things and refraining from doing other things, can we concentrate our financial, material and manpower to "certain things" we intend to achieve. We must see clearly various factors restricting armaments development and avoid our weakness while exploiting our strengths, so that we can achieve maximum efficiency with minimum input.
Deputy Wang Yibin: In the process of military informationization drive, we must properly handle the relations between overall planning and orderly advancing, between developing informationized weaponry and cultivating new-type high-quality military personnel, between informationization and mechanization, and between the need and possibility in financial matters.
Deputy Pang Weiyi: In our military informationization drive, we must not be afraid of difficulty, neither should we adopt the attitude of waiting for, relying on and requesting. The cultivation of talents in urgent need must be given priority. The biggest problem currently is the ineffectiveness of talents introduction system, and it is also difficult to retain these talents. This situation requires us to adopt measure to regain the initiative and strive to shorten the building cycle and to achieve remarkable results in IT application in an organic way.
