Liang Guanglie, military NPC deputy, member of the Central Military Commission and chief of the general staff of the PLA stressed at a panel discussion that the "Government Work Report" made by Premier Wen Jiabao fully embodied the spirit of the 16th National Congress of the CPC and the 3rd Plenary Session of the 16th Party Central Committee, earnestly implemented scientific concept of developing in a comprehensive, coordinated and sustainable way and fully reflected the fundamental principle that the Party was built for the public and exercised state power for the people. It manifested in a concentrated way the ideological line of emancipating mind, seeking truth from facts and keeping pace with the times. We must study and implement the spirit of this session with overall situation of national construction and development in mind, sticking to the guidance of the important thought of "Three Represents", and on this basis to plan army modernization drive from higher level and higher starting point in close combination with the reality of our army.
Liang Guanglie said the military modernization drive in the new century and new period must fully implement Jiang Zemin's thinking on national defense and army building and handle well the relations in three aspects. Firstly, we must handle well the relations between national economic construction and army building to combine organically between the relations of the needs and possibility, between the local interests and overall interests, and between the immediate interests and the long-term interests, and allocate resources in a rational way and upgrade the efficiency in our army's modernization drive. Secondly, we must handle well the relations between mechanization and informationization and try to embark on the road of compound and leapfrog development to energetically upgrade informationization of our army. Thirdly, we should handle well the relations between key construction projects and system construction, between top-level building and overall planning so as to ensure planned and coordinated development of our work.
Liang Guanglie continued to point out that safeguarding the national security and unification is the sacred mission of our army entrusted by the Party and people, and it is also an important guarantee for building a well-off society in an all-round way. The army must unswervingly put the ideological and political work first and arm the minds of officers and men with the important thought of "Three Represents". We must carry out education on Marxist viewpoint on war, the fundamental functions of our army and revolutionary heroism , try to cultivate heroic and staunch fighting spirit and fighting style among our officers and men, and enhance their confidence and determination of daring to fight and daring to win. Finally he emphasized that units at all levels should rectify their guiding thinking in their work, and do a solid job of combat preparedness actively adapt to the requirements of military changes with Chinese characteristics and speed up IT application and implement the guideline of being strict with the army to ensure high stability and centralized unity of the army.
