On Mar. 5, Xu Caihou, military deputy to the National People's Congress, member of the Secretariat of the Central Committee of the Communist Party of China, member of the Central Military Commission and director of the General Political Department of the PLA, emphasized in his speech at the group discussion of the PLA delegation that in the face of new conditions, our army should do a good job in fulfilling the historical tasks of "being capable of winning and never degenerating", ensure powerful security environment for the construction of a well-off society in an all round way. It is a must for the army to stick constantly to the ideological and political development, do a good job in the fundamental task in terms of studying and fully implementing the important thought of "Three Represents", promote two construction projects, namely the building of the Communist Party and the development of human resources, so as to greatly enhance the ideological and political development of the army.
Xu Caihou said the "Government Work Report", made by Premier Wen Jiabao, was permeated with the important thought of "Three Represents" and the spirits of the National 16th Congress of the Communist Party of China, hence a report holding high the great banner of "Three Represents". The report sticks to the principle of putting people first and shows special concern for people's livelihood, hence a report for the interests of the people. The report summarizes the work comprehensively and objectively and puts forward feasible tasks, hence a reporter that complies to the practical conditions. The report solves the problems with creative approaches and promotes the development with the spirit of reform, hence a report that keeps pace with the times.
Deputy Xu Caihou pointed out that we should hold high the great banner and ensure the guidance of the important thought of "Three Represents". We should do a good job in the studying of the important thought of "Three Represents", make new progresses in arming our minds with it and in consolidating our political beliefs. We should guide the military building with the creative mentality of the Party, and make new progresses in guiding our practice and pushing forward the work. We should set a good example in the implementation of the lines, guidelines and polices of the Party and make new achievements in terms of taking the overall interests into consideration and supporting the reforms. We should carry out political work focusing on the central task of military modernization, enhance the function of service and support, bring into full play the direct fighting function, and play more important role in the promotion of military changes with Chinese characteristics. We should act in accordance with the laws and embark the political work of the army on the track of legitimacy, standardization and institutionalization. Departments at all levels should do a good job in studying and fully implementing the revised "Regulations on Political Work", spur on and promote the implementation of the laws and regulations. We should insist on truth seeking and pragmatism and carry out all political work in practice. We should rectify our guiding ideology, build up rightful sense of achievements in one's career, make great efforts to identify and sort out characteristics and rules, and enhance the initiativeness and effectiveness in our work.
