Yesterday morning, members of the specially invited military groups, No. 51 group and No.52 group, of the Second Session of the 10th CPPCC discussed the Government Work Report. Defense Minister Cao Gangchuan called on the specially invited military groups and joined their discussion.
At the joint groups meeting, all members chatted freely on the Government Work Report in relation to the military modernization drive. Members Ma Bingzhi, Guo Dongya, Yue Haiyan, Wang Jilian, Zong Shunliu and Liu Baochen talked about strengthening national defense education, and perfecting the system for protecting the legitimate rights and interests of the serviceman and job placement for ex-servicemen from urban areas. They expressed in their speeches that, the Government Work Report delivered by Premier Wen Jiabao, had summarized the achievements and experience of the last year in the reform and opening up and in socialist modernization drive, clearly put forward the general requirements and principal missions of this year, it was very realistic and pragmatic and kept pace with the times and was very encouraging.
Cao, who is also a member of the Political Bureau of the Central Committee of the CPC, vice chairman of the Central Military Commission and state councilor, pointed out that the CPPCC is the broadest patriotic united front and an important organizational form to realize the multi-party cooperation and political consultative system under the leadership of the CPC. He expressed the hope that all members would continue to adapt to new situations and new missions and faithfully discharged the responsibilities of the CPPCC member. Firstly, CPPCC members must fully realize the special and lofty mission of the CPPCC and strengthen the political awareness of responsibilities and do a good job in line with the requirements of the Charter of the CPPCC so as to live up to the expectation and trust of the people. Secondly, CPPCC members must constantly improve their capability of participating in the deliberation and administration of the state affairs and earnestly study the state laws and regulations, the knowledge on economy, science and technology, culture and management, and make in-depth investigations related to the national economy and people's livelihood, national defense and army building by tightly centering on central tasks of the Party and the state, listen to suggestions from all sources and actively offer suggestions so as to strive to put forward more valuable proposals. Thirdly, CPPCC members must continue to maintain and carry forward the fine style of the PLA, take the overall interests of the country into consideration, cultivate their sense of discipline to steadfastly implement and embody the Party's will and stands and maintain a high degree of unity with the CPC Central Committee ideologically and politically.
Zhang Shutian, deputy director of PLA General Political Department, Fan Changlong, assistant chief of the general staff of the PLA, Sun Zhiqiang, deputy director of the PLA General Logistics Department, Zhang Shiming, deputy director of PLA General Armaments Department and some comrades of the related ministries also visited the special invited groups and joined in the discussion.
