Liao Xilong, military NPC (National People's Congress) deputy, member of the Central Military Commission and director of the General Logistics Department, said at the panel discussions that the "Government Work Report" was rich in contents and high in conception. It not only took on the whole situation, but also was inspiring. Simple as the style of writing was, it fully represented the work style of the government in terms of exercising power in the interests of people, truth seeking and pragmatism. He emphasized that we must hold high the great banner of "Three Represents" firmly and upgrade the logistics modernization level and support capability constantly.
Liao Xilong said we must always hold high the great banner of "Three Represents" and comprehensively arrange and guide the military logistics building by basing on the important thought of "Three Represents" firmly. We must always stick to the absolute leadership of the Party over the army and establish and implement the scientific outlook of development to promote the comprehensive, coordinated and sustainable development of the logistics work.
Liao pointed out that we must pay special attention to the key factors and get logistics work well prepared for military struggles. To do that, firstly is to promote purposefulness, to project priorities, difficult issues and vulnerabilities and to keep an eye on real war support in logistics preparation work; secondly is to strengthen effectiveness and to test and measure the work of logistics preparation for war with the standard of being capable of winning; thirdly is to enhance creativeness and make an in-depth study on the characteristics and rules of logistics support under informationized war conditions. We must resort to new ideas for breakthrough and promote development with breakthroughs. It is a must to advance logistics reform and upgrade the military logistics modernization level and support capabilities constantly. We must implement Jiang Zemin's strategic thought on advancing military change with Chinese characteristics and do well in various reforms with system and structure modulation reform as the key one. At the time of streamlining the armed forces by 200,000 people, we must promote the integration of support system, socialization of support patterns and informationization of support measures with the development of new-type human resources in military logistics as the priority. We must be strict with the army and enhance the approaches on logistics support and keep on working hard for a long period of time and build up the army through hard work and frugality. We must also run the armed forces according to laws and regulations, seek truth, be pragmatic and practice down-to-earth work style so as to do a real good job.
