Yesterday, the PLA delegation attending the Second Session of the 10th National People's Congress held its first plenary session, 13 deputies reviewed the "Government Work Report" and talked about national defense development and army modernization drive. They emphasized that the army should fully implement the spirit of the 16th National Congress of the Communist Party of China (CPC), make active efforts to boost military changes with Chinese characteristics under the guidance of the important thought of "Three Represents", and provide security support for the building of a well-off society in an all round way. Xu Caihou, deputy head of the delegation presided over the session and Guo Boxiong, head of the delegation, Liao Xilong, Li Jinai and other deputies attended the session.
Thirteen deputies coming from different units and engaged in different work, actively put forward their suggestions on how to accomplish the dual historical tasks of mechanization and IT application, and promote military changes with Chinese characteristics. Deputy Yin Qingli, who is deputy political commissar of the Nanjing Military Area Command and political commissar of the Nanjing Military Area Command Air Force, stressed that in order to stick to ideological and political development, the most important was to ensure the leading position of the important thought of "Three Represents" in army building. Deputy Wu Shengli, deputy commander of the Guangzhou Military Area Command and commander of the South China Sea Naval Fleet, gave his opinions on the development of the Nansha Islands. Deputy Du Yunsheng, director of the Capital Construction and Barrack Department of the PLA General Logistics Department, and Deputy Wei Jizhang, political commissar of the Joint Logistics Department of the Jinan Military Area Command, expressed their opinions on how to accelerate housing supply for military personnel and deepen the reform of socialization of military logistics support. Deputy Yu Changhai, deputy commander of the Shenyang Military Area Command Air Force, and Deputy Liu Qide, director of the Armaments Department of a base under the Second Artillery Force, put forward suggestions on how to accelerate cultivation of high-quality pilots and high-quality NCOs for high-tech troops. Deputy Qi Jianguo, commander of a group army, and Deputy Pan Hongliang, political commissar of the University of Information Engineering of the PLA, expressed their opinions on doing a good job of combat preparedness and how to strengthen and improve ideological and political work in the army. Deputy Li Xuezhi, political commissar of the Joint Logistics Department of the Shenyang Military Area Command, Deputy Saimat Maimat, commander of the Turpan Military Sub-Command under the Xinjiang Military Area Command, and Deputy Xu Lizheng, deputy political instructor of the Security Guard Battalion of a unit under the General Armaments Department of the PLA, talked about how to solve the problems that had bedeviled the army building for a long time through perfection of various rules and regulations and how to protect the legitimate rights and interests of the officers and men. Deputy Chen Yutian, commander of the Hebei Provincial Military Command, aired his opinions on how to strengthen the national defense reserve forces. Deputy Yao Libo, director of the Teaching and Research Section of the Basics Department of the No.4 Military Medical University, gave suggestions on improvement of emergency medical rescue and treatment mechanism for all citizens.
