In recent days, the Central Military Commission approved and endorsed "Opinions on strengthening the armaments management of the army in the coming period of time" worked out by the General Armaments Department. The "Opinions" demands troops of the army to study Jiang Zemin's thinking on national defense and army building earnestly, put the armaments management on an important position, strengthen organization and leadership in this sector, make comprehensive arrangement and planning, promote reform, bring in new ideas and keep pace with the times so as to open up new prospects for armaments management.
Guided by the important thought of "Three Represents" and basing itself on the prerequisites of giving priority to military operational readiness and sticking to the standards for battle effectiveness, the "Opinions" has made specific requirements on the armaments management work in the coming period of time, especially in the last two years of the "10th Five-Year Plan period", in terms of laying good foundations, advancing as a whole and comprehensive upgrading, while the priority should go to the guiding thought, basic objectives and major tasks. It is a must to strengthen the regular management of armaments, to establish a standard armaments management order and to deepen and to promote armament management accountability system. The armaments support commanding and armaments support force building should be projected and the armaments support commanding ability should be upgraded constantly. It is necessary to do well in armaments adjustment and supply, to strengthen the training of armaments departments, armaments support units, to reform armaments technical support mode and to upgrade field support ability and high-tech support ability. It is also important to deepen the standardized management of armaments spending and to reform and enhance financial inspection and auditing efforts. We must make systematic and comprehensive arrangement for the development of human resources in terms of armaments management and explore energetically new training mechanisms for training armaments talents and endeavor to create a new environment for that purpose. We must also intensify the effort in the construction of the armaments departments, perfect armaments management laws and regulations and stick to armaments management according to law and establish an inspection and review mechanism based on armaments management inspection and review method. We must strengthen theoretical study on armaments management and build an armaments management theory system with Chinese characteristics.
The "Opinions" demands units at all levels should upgrade their cognition on armaments management and strengthen leadership and make army armaments management as a key work of military operational readiness. All units should specify the responsibility and take effort to do well in routine work and make deepening armaments management accountability an important content of armaments management. All units should make comprehensive planning and give prominence to key issues and make sure that the armaments management be specific in tasks, in standard method and concrete measures. All should renew their ideas, ready to carry out reform and bring in new ideas and make achievements in innovating armaments management theory, measures and mechanism. It is necessary to strengthen supervision, follow-up management and tackle key issues and difficulties in armaments management timely, and earn quality, efficiency and battle effectiveness from management.
