Recently, Wan Jianhong, a technician of No.3 Company of an armored regiment of the Beijing Garrison was promoted to be the commander of No.2 Tank Company. Wan's promotion aroused strong echo among the officers and men.
Wan was appointed technician of the No.3 Company of the regiment after graduated from the PLA Armored Technology Institute. He worked hard on tank maintenance technology and 4 of his innovations were extensively promoted by the higher authority. As a result, the technology support of No. 3 company ranked on top of the list in the regiment. At the same time, he also paid attention to learning as much as possible the art of commanding troops and had the chance of serving as platoon leader and company commander of the new-recruits company, wining favorable comments for his outstanding performance.
At the end of last year, the regiment had two vacancies for company commanders and Wan was picked to be one of the candidates. When the promotion proposals were under discussion in the Party committee, most comrades were of the opinion that a daring act should be taken to implace comrades like Wan on key positions at the grassroots level to prove their capabilities. However, some others opposed this idea because they thought Wan was engaged in technological support and lacked management capability and experience, so he was not qualified for the position. Facing these two different kinds of, the Party committee of the regiment suggested that they should study once more CMC Chairman Jiang Zemin's related remarks on promoting those politically qualified people with good scientific and cultural quality as well as modern military quality and tempering them in practice. As a result, they gradually reached a common understanding and believed that in order to promote military changes with Chinese characteristics and complete the two historical tasks of mechanization and informationization, a raft of multi-caliber and high quality military talents were needed. Officers such as Wan Jianhong, with high scientific quality and command and management potentials, should be promoted to key positions at grassroots level and offer them the opportunity to improve themselves. This is not only the responsibility of the Party committee but also the requirements of long term task of army building.
