Recently, in a military appraisal drill organized by the higher level, officers and men of a division under the Guangzhou Military Area Command used the newly developed laser locating and guiding system to greatly boost the response speed of its artilleries.
In recent years, the Party committee of this division has taken information warfare, system engineering, automatic control system, etc. as the focal contents of its talent cultivation drive and mapped out "ten-year planning on development of human resources". On this basis, the division initiated a human resources development project with focus on fostering highly qualified artillery maintenance and repair personnel as well as knowledge-typed NCOs. In addition, the division also established "human resources database" based on the strong points, specialties and potentials of every officers and men, so as to create conditions for assigning jobs and tasks to these officers and men according to their abilities. Moreover, the division further improved its information network, multimedia teaching room and computer rooms of grassroots units so as to satisfy the need of its officers and men for scientific research. The division broke the conventions and boldly used student cadres to take charge of more than 30 key research topics related to IT application, etc. and gave them preferential treatment in terms of research equipment and funds. It also granted reward to officers and men according to their scientific and technological achievements, and gave favorable consideration to their promotion of military ranks and positions. Besides the division also showed special concerns for their housing issue, employment of their spouses and schooling of their kids, so as to create a sound environment for these talents to devote wholeheartedly to their work.
The sound human sources development environment has created good conditions for scientific and research backbones to make contributions to the army building. In recent years, the 200 cadres, who had been sent to different colleges or universities for further studies, have now returned to the division and become the mainstay in scientific and technological innovation.
