As soon as the new year training starts, a regiment under the Jinan Military Area Command makes efforts to foster NOCs' capability in organizing military training. The regiment makes a point of conducting exercises in unfamiliar areas and let NOCs organize various drills independenly, such as setting up lines for field communication and command.
