At the beginning of the year, the reporter has learned that the Central Military Commission has approved to invest 4.9 billion yuan in the 10th Five Year Plan period to facilitate the reform of catering and barrack support socialization. The related methods of enforcement and special start-up fund have been officially released to ensure the realization of expected objectives of the reform.
In order to further deepen the socialization reform of logistics support in the army, the Central Military Commission and the general headquarters/departments of the PLA, with powerful support of the state, decided to set aside special fund to provide corresponding subsidy for the organs and non-operational troop units above corps level that have started catering and barrack support socialization reform. The recently released measures mainly included three facets: Firstly, it includes the provisions for allocating the catering and barrack support socialization tax subsidy. The catering tax subsidy is used to raise the board expenses of the cadets, officers, civil officers and soldiers of the units that have started catering socialization reform, to wit, 1 yuan per person per day. The barracks real estate management tax subsidy is to allocate 1 yuan per square meter per year, on the basis of the checked and ratified barrack area, for house maintenance, environment protection and greening. The construction and installation engineering tax subsidy is to provide 3.3% subsidy on the basis of the due tax of the outsourcing projects invested by the general headquarters/departments. Secondly, it has promulgated the related fund transfer and subsidy methods of logistics socialization of the army. Thirdly, the start-up fund has been allocated under special project for improvement of the canteen conditions and sanitation conditions and reconstruction of the water-supply and drainage piping, power supply and facilities and equipments of the leading bodies, higher learning institutions and scientific research intuitions which are above the corps level and stationing in cities higher than the prefecture level.
