From the General Logistics Department of the PLA the reporter learned that since the 16th National Congress of CPC, the logistic work of the PLA has made outstanding achievements in line with the requirements of vigorously promoting the military changes with Chinese Characteristics to increase reform and innovation and speed up development paces.

　　The joint logistics system of the military forces is running smoothly and most units have realized logistic support with nearby and convenient materials through the adjustment of support service. Outstanding joint service support has been implemented to ensure adequate and in time supply of outlay and materials. The department has established a coordination system to facilitate joint excise in peace time and joint logistic support in war time.

　　As a new round of socialization logistic support is in full swing, 2,179 military canteens have been reformed and 1,283 Armyman Service Stores have either been shut down or suspended in order to be transformed. The barrack maintenance, water and power supply, cleaning and afforestation of 1,851 non-combat units have realized socialized logistic support. By taking the methods of integral turn-over, consigned management, self-employment and terminating labor contracts, they have reallocated over 31,000 staff and casual laborers.

　　This year the military procurement through bidding has broken the 7 billion yuan mark, saving 10% more than that of last year. The acquisition system reform under corps level has been popularized and centralized procurement has exceeded 1 billion yuan, achieving excellent results in terms of economic and social benefits.　

　　Ceilings have been set for this year's consumption budget for administrative departments, which have ensured effective support for key projects such as war preparation and drilling. In the first half of this year, the system has saved 20 million yuan from the consumption budget for administrative departments.

　　The housing reform, which is one of the centers of concern throughout the whole army, has made steady progress. The general headquarters/departments promulgated the related policies of strengthening the management of economically affordable housing, speeding up the sales of current housing and part housing of retired cadres and perfecting the current housing policies. The Central Military Commission has invested 950 million yuan to construct housing for NCO's family temporarily visiting the barracks and the task has achieved stage fruits recently.

　　Shenyang, Lanzhou and Jinan Military Area Command that have carried out medical reform trial mission have achieved expected objectives and the consumption of clinic and inpatients expense has been increased 10.5% against that before medical reform, and the average consumption per capita has increased 4.1% to compare with that before medical reform, and the quantity, variety and level of medicines have been enhanced. Subsidy standard of overall arrangement for serious disease has been established and the medical reform has gained a certain achievements.

　　The informationization of logistics has been progressing steadily. On the basis of 20 satellite long-distance medical treatment stations, this year the army has established over 60 such stations for the troops stationed in remote areas, basically formed a long-distance medical treatment system. The Housing Construction and Management Information System has enabled the housing management of the army greatly enhanced. The formal utilization of the largest military munitions automatic three-dimension depot in the military munitions bureau of the General Logistics Department of the PLA symbolizes the automatized supply of munitions.
