How to estimate the battle effectiveness of a unit? This is a subject without quantified standard in the past, but now it has a clear yardstick. On December 15, the "Army battle effectiveness evaluation system" developed by the Chengdu Military Area Command passed the appraisal of experts. After reviewing the research and technical report, the user's report and viewing the demonstration, the appraisal committee consisting of experts from the Military Academy of Sciences and other related science research units thought that this system is advanced in design, its model is a complete system and its method of application is scientific and reasonable, therefore, has filled a blank in the battle effectiveness valuation field.

　　In order to make a fair, objective and scientific yardstick to test the battle effectiveness of troops under division level, the division began the development of "Army battle effectiveness evaluation system" since early 2001. In the last 3 years, members of the subject team conducted tests and demonstrations on the system in combination of the military exercise. Through the contrastive study in combination with the characteristics of recent local wars, through discussion and exchanging experiences with military science research units and after revising it scores of times, they finally succeed in developing the system and delivered it in this November.

　　The system is composed of model systems at 6 different level and types such as hierarchy analysis, addition comprehensive model and can conduct single item or comprehensive quantified evaluation on elements of the battle effectiveness of the troops. It can conduct the contrastive analysis and have several functions such as depicting, valuation, prediction, auxiliary study, decision-making and provides a scientific basis for commanders and commanding departments at all levels to do a better job in improving battle effectiveness.

　　The reporter saw at the appraisal site that with the input of the indicators of the battle effectiveness of regiments under it in the system, information about the battle effectiveness of the regiment, the contrastive value of battle effective between it and other troops alike and even with foreign troops, other elements needed to improve and which kind of combination could give full play to　the battle effectiveness would be shown on the screen. The invention of this system broke free from the previous unscientific evaluation mode and realized the change of battle effective evaluation from qualitative analysis to quantitative analysis.
