The key project construction and management conference of the PLA was held yesterday in Hunan Province. Liao Xilong, member of the Central Military Commission and director of the General Logistics Department of the PLA was present at the conference and delivered an important speech. In his speech, Liao urged various organizations to be fully aware of the fact that quality is politics and quality assurance is to ensure wining the war. We should always bear it in mind that among all considerations quality is always the most important one in the long run.

　　Guided by the important thought of "Three Represents", the conference sorted out the PLA achievements in key project construction in the past three years, analyzed the current situations of project construction, cited 27 outstanding units and 76 model individuals for commendation in the key project construction and management and in promotion and application of new technologies, new equipment, new processing and new findings, and put forward new regulations for further strengthening the management of key project construction.

　　Liao emphasized that, the objective laws of the project construction must be observed and concrete efforts should be made to establish and perfect efficient quality management, monitoring and assurance system. The principles and standards of inviting biding and tendering must be strictly followed so as to prevent any non-qualified companies from entering into the project construction cycle. Strict and standard engineering supervision system must be employed to prevent any non-qualified products entering into the project. Measures should be taken to do a good job on project checking and acceptance and no non-qualified project was allowed to be handed over to the troops. The principle of building the army through diligence and thrift should be persisted in so as to ensure all financial efforts to be used to improve the combat effectiveness of the army.
