According to the information made public by the working conference on standardized financial management of the armaments departments of the armed forces, the armaments departments at all levels have been carrying out dynamic activities in terms of standardized financial management since 1999 and have basically realized the objectives of unified working contents, strict management procedure, complete regulations and perfect restriction mechanism, thus ushering in a sound situation of a stable and coordinated development in standardized financial management.

　　It is said that with the financing concept of "seeking efficiency and support effectiveness from management", the armaments departments at all levels took as the starting point the solution of the key and difficult issues that influence and restrict armaments building and branched out and deepened financial standardization management activities by following the process of launching pilot projects first, summing up experience, popularizing the established experience and promoting an overall advancement, which has gained obvious effect. Presently, the scope of standardized management has extended from organically assigned troops to administrative officers above corps level. The armaments department of the navy has adopted a series of new measures in standardizing financing, bringing forth new ideas to armaments price management mode and centralizing the payment of armaments overhaul fee. Beijing air force armaments department has adopted single account and centralized payment and realized dynamic control of money and material. The Financial Settlement Center of the General Armaments Department of the PLA has been sticking to standardized supervision and service and give full play to the "window" role of capital management. Through optimizing and standardized supervision mode, armaments price management departments at all levels have finished the price auditing work on over 600 scientific research, order and repair projects in last year and found 10 billion yuan irrational quotation. The standardized management has expanded from study and reference to reform and blazing new trails, all units paid attention to reality, grasped the rule and emphasized on self-perfection and bringing forth new ideas and made the armaments financial management taking on a standard and orderly new look, which boosted the smooth accomplishment of all armaments building task.

　　It is said that: in the following two years, the financial management will basically realize unified fee management and complete financial regulations and perfect fee management mechanism and try to get obvious breakthrough in financial theory study, material price-accounting and management, talent team building and financial informationization management. By 2005, units with armaments fee account will realize the management objective of standardization.
