The "Sunshine Informationized Procurement Management System" developed by a regiment of the Beijing Military Area Command has been put to use recently, which has put an end to the backward traditional material and fund management means and improved the service quality to grassroots units.

　　"One card" solution in supermarket

　　One morning, the reporter came to the shopping center of the regiment with Zhang Wei, a soldier in charge of provisions of a field engineer company, to buy provisions. The great collection of daily necessities at the shopping center provided customers with great variety for choice. Soon Zhang purchased a great deal of food, including chicken, fish, meat and eggs. The reporter followed Zhang to the counter to pay the money. Zhang fished out an IC card to a cashier and with an easy click, the list of goods purchased was printed out. When Zhang and I stepped out of the supermarket, a van was waiting at the gate of the supermarket. For the units stationed far away from the supermarket, the regiment would deliver the commodities to their doors.

　　In the past, due to the imperfection in management system and procurement and supply mode of the shopping center, there were still some weak links in service and monitoring system. In order to put an end to such situation, they developed the "Sunshine Informationized Procurement Management System" in cooperation with the related units while expanding the shopping center. With the new management system in place, the financial department needs only to input the food allowance and incidental subsidies to the IC cards, and the professional departments and companies would use IC card to buy things.

　　One network connects grassroots units and regiment organs

　　Wang Yuliang, commander of the 2nd battalion sat before the computer and clicked the mouse, the list of training equipment, support materials and expense for the next exercise was immediately sent to the chief of staff via e-mail. After examined by the chief of staff, the list was sent to the procurement team of the material and fund informationized management office. Then the procurement team would add up and sort out the materials and expense needed for the exercise from various units and input them into computer. The detailed list of material procurement plan for the next week would then be printed out.

　　In the past, the regiment had to work several days to process statistics and check material procurement lists manually, which was laborious and time-consuming. With the application of the "Sunshine Informationized Procurement Management System", the grassroots units can send their procurement plan to the related department via network at any time, dispensing with former manual inventory which was very time-consuming.

　　Streamlined management operation

　　When you visit the website of the logistics department, you will immediately see a flow chart of "Sunshine Informationized Procurement Management System". From the flow chart, the reporter found that each expense had been linked with procurement plan application submitted by the catering service units or the professional departments. The related units can implement the procurement plan only after their plans were examined and approved by the related departments such as the financial department, quartermaster department and the auditing department of the regiment. Pointing at the flow chart, the logistics staff explained, "we attach importance to organic combination of the application of the system with scientific management."

　　The streamlined management operation has not only reduced the working procedures, saved working time and improved efficiency, but also perfected the monitoring system and stopped loopholes and made the management of materials and fund more standardized and transparent.
