Love the people, for the people, and make the people
well-off

 PLA Daily 2003-10-30

On festival day, Li Yusheng visited veteran Huang Qinghe.

This May the Chengdu Military Area Command held a meeting of reporting meritorious deeds in "practicing the 'Three Represents', striving to be 'five models'". On the meeting, Li Yusheng, political commissar of the Neijiang Military Sub-Command of Sichuan Province, made an inspiring and moving report.

In the past three years, Li has consciously practiced the important thought of the "Three Represents" and interpreted the essence of "the Party is built for the public and it exercises state power for the people" through his own actions. He was awarded "Excellent Worker for Party Affairs" and became a model for practicing the important thought of the "Three Represents".

Li said, "Leading cadres of the Party must think about the people, use power for the people and pursue interests for the people." He gave the priority of his work to solving difficulties and answering demands of the people. He became companions with more than 20 poor rural families and tried every means to help them to shake off poverty. When he learnt that a 72-year-old man named Huang Qinghe, led a difficult life with his little grandson in Tongfu Township of Dongxing District, he immediately sent clothes, quilts and other daily necessities to the old man. Then he raised money and led soldiers and militiamen to dig a well for the old man. He also helped the old man plant fruit trees to make money. In one of his inspection tours in grassroots units, Li saw a teenager playing peg-top by the road. The boy, called Wang Jianhua, had dropped school since his father died early and his mother couldn't afford his tuition alone. Li soon went to the boy's home to persuade his mother, and financed the boy to return to school.

Li takes helping people to a well-off life as his important responsibility. When he saw large fields lying waste in local villages since most young men had flooded into cities to earn money, he felt extremely worried. Through deep consideration, he decided to encourage three militia brothers in Xiabaqiao Village of Chaoyang Town to contract in the fields and to revive the agriculture through science and technology. Later, Li coordinated with relevant departments of the district and town to solve problems in capital and technology. He also led officers and men from the people's armed forces department to help the "three brothers" to establish a 14-hectare greenhouse vegetable base. With Li's help, the "three brothers" became "leading figures" in reviving the agriculture through science and technology among militiamen of the city. Encouraged by the model of the "three brothers", more than 30 sizable agricultural bases of good outcomes were established by militiamen of the city, enabling about ten thousand people embarking on a road of prosperity.
