Posts exchange, professional rotation and training in various environments in order to foster a new type of office cadres with comprehensive experiences and qualities, is a concrete measure adopted by Party committee of the Shiyan Military Sub-Command in Hubei Province in their efforts to boost quality of cadres. As a result, six men from this military sub-command have been awarded the title of "Model for Military Training Featuring New Technologies" in the past three years and over 20 cadres have been commended by the Guangzhou Military Area Command and Hubei Provincial Military Command for their outstanding work.
In recent years, the Party committee of the sub-command took the initiative to change their concept in cultivating cadres. They took practice as the platform to train cadres, and found a new way of cultivating cadres with comprehensive quality, namely posts exchange, professional rotation and training in various environments. In view of the fact that the cadres in offices used to have clear division of work, which limits development of cadre's potentials. In order to train comprehensive talents, they decided to break boundary of different departments in personnel assignment. Instead, they assigned cadres to different departments in a unified way, improved the quality structure of the cadres and cultivated cadres for general utilization. Since last year, they have exchanged four cadres within the organs, including trans-department transfer of three cadres. In addition, they also actively created conditions for cadres to be involved in combat preparedness work and training, emergency rescue and disaster relief operation and other difficult and dangerous tasks to let them go through various severe trials so as to boost their comprehensive capability. For cadres working in the organs, they organized activity of "political cadres learning military affairs while military cadres learning political work", and made efforts to enhance military qualities and professional skills of cadres through concentrated study and professional training. The enhancement of capabilities and qualities of cadres has in turn enabled the organs of the military sub-command to function more efficiently.
