According to Hainan Provincial Labor and Employment Bureau: so far, some 180 officers who will be transferred to civilian work and qualified to find a job on their own have applied to do so this year. In the last three years since the country started to implement the policy of encouraging officers who will be transferred to civilian work to find jobs on their own, over 500 demobilized officers in Hainan Province have done so, accounting for 73% of total qualified officers.

　　Given the fact that local governments are streamlining its organizations, and enterprises and institutions are practicing engagement system and contractual management, officers transferred to civilian work in Hainan Province have changed the old concept of waiting for job assignment by the government. In the first year when the policy of finding a job on one's own was implemented, 56.4% of qualified officers chose to find jobs on their own, helping relieve the assignment pressure of local governments.

　　Wang Yanru, director of Hainan Provincial Office for Replacement of Military Officers Transferred to Civilian Work, said, Hainan Province has issued the "Opinions on Several Issues Concerning Replacement and Management of Military Cadres Transferred to Civilian Work Who Find Jobs on Their Own". In addition a "two-level governments and four-level service" system has been established for the purpose, which provides support and services to demobilized officers in more than 10 aspects, such as medical insurance and social insurance, etc. Also, by attending the "special recommendation fair for military officers transferred to civilian work to find jobs on their own" and provincial and municipal "job fair", over 400 officers have found jobs on their own, either by starting a company on their own or applying for jobs at private enterprises and foreign invested ventures, with an annual employment rate over 80%.
