On September 23, a division Party committee of the Guangzhou Military Area Command held a special meeting. And the meeting started with a letter from Xu Chuncong, a Party member and a platoon leader. Xu also presented at the meeting. The division leaders not only praised him, but also encouraged him to speak out his opinion and suggestion.

　　Xu, a graduate of the Zhengzhou Information Engineering University of the PLA, was assigned to be a platoon leader of an artillery regiment last year. At that time, the division had just started its informationization drive. Xu found that some troops had misunderstanding about the informationization drive, which could not only cause the waste of labor and material, but also affect the long-term development of the troops if the misunderstandings were not solved in time. "Should I write a letter to the division leaders and tell them about my opinions?" With this in mind, he consulted related data and information and visited some technical backbones during his spare time, and on this basis, he wrote a proposal My Opinions on the Informationization Drive of Our Division, in which he pointed out that some problems existed in the course of informationization drive, and submitted the proposal to Political Commissar Bai Nianfa.

　　All Party committee members read through the proposal and were moved by the sense of responsibility of Xu. Division Commander Tan Benhong said that in order to grasp the opportunity and realize leapfrog development of the troops, the division should pool collective wisdom and efforts. Upon the proposal of Tan and Bai, the Party committee decided to invite Xu to attend the next Party's committee meeting to study the informationization drive of the division.

　　At the Party committee's meeting, the committee members carried out in-depth study of the informationization drive of the division in combination of the problems reflected by Xu in his proposal. At the end of the meeting, a draft resolution was formulated, which decided to accept the proposal of Xu:　to intensify the popularization of theory on information warfare and IT technology with study of information operation theory as breakthrough; pool all IT experts in the division to study and tackle the current problems efficiently.
