This is a simple device. A cellphone in which a special public security card is installed can turn into a powerful and useful gadget. In addition to its function as a phone, it acquires a lot more abilities. For example, a police officer needs only to input the ID number, driver's license number or his name and send it as a SMS message to a network to check the information about the driver and vehicle. If he inputs a code representing the section of the road where the breach of regulation happens or the amount of the fine, the penalty process be finished in just 4 seconds. Its functions, especially its picture and graphic transferring applications, solved the difficulty of recognizing suspects in police actions such as issuance of wanted list, cooperation and interception.
Si Zhigang, director of the Electronic Technological Institute Comprehensive Test Center of the PLA Information Engineering College, told reporters that the "Police Secretary" had "Police Information Two-way Enquiry System" as its core that could be used across platforms such as cellphones or laptop computers and shared information with other systems including Drivers' Information, Vehicle Information, Permanent (or Temporary) Residents Information and List of Criminals at Large. As related technologies gradually mature, this technology will be applied to other fields including criminal investigation, household registration, evidence collecting or criminal chases.
The following was an application of the powerful device in Zhengzhou, Henan Province. In the morning of August 27, a traffic police officer stopped a regulation-breaking vehicle driven by a woman.
