Li Jinai, member of the Central Military Commission of the CPC and director of the PLA General Armaments Department, yesterday emphasized at a training course on "Regulations on Armament Management" that the Regulations was an important statute promulgated upon the approval of Chairman Jiang Zemin. It is a basic regulation for weaponry management of the whole army. We must have a clear comprehension of the new situation and the task in terms of weaponry management, be strict with the army and strengthen the scientific guidance of weaponry management under new situation to create a new situation for our weaponry management work and make new contributions to the military changes with Chinese characteristics.

　　Li pointed out, with the advancement of military changes with Chinese characteristics and the leapfrog development of the weaponry modernization, the weaponry management is becoming increasingly important. We must clearly understand the challenge the new world military changes has brought about with respect to weaponry management and meet the demands of the combined development of weaponry mechanization and informationization. We must promote the weaponry management work to realize leapfrog development, make new breakthroughs with respect to management theory, mechanism, method and means. It's a must to change the traditional management means and seek development in the midst of changes.

　　Li continued to point our that , to implement the principle of being strict with the army and the weaponry management, the key issue is to enhance equipment management. We should take "win battle" as the point of departure as well as the goal of our equipment management work and upgrade the quality and level of management constantly. The regulations should be implemented in every aspect of equipment management in scientific, institutional and regular way.and the cultivation of competent personnel for the management of new-type equipment should be further promoted.
