Buha: Taking root in Yi village to serve local people

Suosuolada Village of Zhaojue County sits in the hinterland of Liangshan Yi Autonomous Prefecture, southwest China's Sichuan Province, and “Suosuolada” means a valley full of cedar trees in local language. For a long time in the past, due to blocked traffic and some primitive traditional customs, this village has not kept pace with the development of the times and been a typical desperately impoverished area.

Lieutenant Colonel Buha, who is political instructor of a unit of the Liangshan Detachment under the Chinese People’s Armed Police (PAP) Sichuan Corps, now serves as a cadre in Suosuolada Village. His hometown is in Ganluo County, not far from the village. When he was very young, his mother died, the family life was all dependent on his father to support. Thanks to the preferential policies granted by the Party and the Chinese government for ethnic minorities, Buha was able to finish his studies and successively graduated from primary school, secondary schools, and university. After graduating from Chengdu University of Technology, Buha joined the armed police force as a special recruit.

In 2017, according to the results of an investigation made by a working team sent by the PAP Sichuan Corps to the Liangshan area, the PAP Sichuan Corps decided to take various measures to help Suosuolada Village shake off poverty. Buha took the initiative to rush to the front line of poverty alleviation. Upon arriving at the village, Buha visited all the 522 households in the village. On the basis of in-depth investigations and careful study of the policies for poverty alleviation work, he gradually sorted out such poverty alleviation measures for the village as developing industries, promoting education, strengthening medical care, and improving infrastructure. Under his guidance, the Party branch of the PAP squadron stationed in the Zhaojue County paired up with the Party branch of the Suosuolada Village to help the Party branch of the village to give full play to its leading role in the poverty alleviation.

In order to improve medical conditions in the village, Buha went to the PAP Sichuan Corps’ hospital to ask for help. After learning the real situation of the village, the PAP Sichuan Corps’ hospital donated emergency kits for 152 poor households in the village with commonly used medicine, the medical teams from the hospital came to the village to provide free clinical treatment for the local people for 33 times and distributed medicines worth more than 60,000 yuan and conducted free physical examinations for more than 2,000 Local people.

At the end of 2018, 356 households in Suosuolada Village moved into new houses. The industrial poverty alleviation model of "cooperatives + technical experts + poor households" has achieved initial results. Depending on planting tomatoes and breeding local chickens and bees, the per capita income of poor households increased by more than 2,000 yuan and the per household income increase reached over 8,000 yuan, marking the entire village was successfully lifted out of poverty.

A few years ago, the village kindergarten had only two rudimentary classrooms. In September 2019, the Sichuan Armed Police Corps built a kindergarten for the village that can accommodate more than 200 children to receive pre-primary education. The kindergarten named Aimin has 2 bungalows and a small 2-story building, with a piano room, dance room, library, canteen, and dormitory, etc. inside, and the village children can go to the kindergarten with no tuition and uniform fees.

Poverty alleviation has never been the end. Buha is now engaged in the rural revitalization work in the Suosuolada Village. Buha has led the villagers to establish a "one-stop" industrial chain integrating planting, breeding, processing and sales, injecting new momentum for further development of the village. In 2020, the poverty incidence of Suosuolada Village declined to zero from 34% in 2017, and the per capita annual income has reached more than 6,200 yuan.

When it comes to being elected as a delegate to the 20th National Congress of the Communist Party of China, Buha firmly said: “I have been ready to act as a loyal guard of the Party and the people to shoulder the mission with the people in mind.”
